The reason why more people do not commit crimes it's because there is a general fear of authority. Nothing physically stops them; I believe it is all those psychological. Usually, the people who commit crimes have had a rocky start in life. Whether it be income, lack of Education, addiction, or mental illness. I hope that helps a bit :)
