The correct answer is - I and III.

The Northwestern United States and the Southwestern United States are the least likely, in general, to be engaged in organic agricultural production. The likes of New Mexico, Utah, Nevada, and Arizona, that form the southwestern region are one of the states where the production of organic food is the smallest. The northwestern region on the other hand, is more diverse, with Montana and Idaho being bellow the average in organic production, Oregon being at the average, and Washington being in one of the biggest organic producers, but as a whole, the region is predominantly bellow average in the organic production.
