What did Monroe say to the U.S congress in a speech that later became known as the Monroe doctrine

"The American continents … are henceforth not to be considered as subjects for future colonization by any European powers." Was the words Monroe had said that became the Monroe Doctrine. The Monroe Doctrine is the best known U.S. strategy toward the Western Hemisphere and its ways.
