Special election refers to the election that is held if the person that officially elected could not finish their full terms under some circumstances. When Talmadge died, Thompson was elected as the governor because at that time he held the position as the lieutenant governor (the next highest position.)

Vinson created the Two-Ocean Navy Act and he Vinson-Trammell Act of 1934 These act expands the naval strength because of these two reasons:

The liberty ships were cargo ships used in world war Ii that created to replace the ships that were damaged by Germany's ships with their torpedoes. The production of these ships mainly located on Savannah and Brunswick. These cities were reserved by England specifically to build the materials or parts that needed by the Royal Navy.
