The correct answer is D.

When the nazi leaders decided to put in practice the Final Solution to the Jewish Question, and to deport and exterminate Jews in death camps, most of the Jewish population in nazi-controlled areas was already confined in ghettos, separated areas in the cities known as Jewish Quartiers. When nazi officers tried to make effective the transfer orders, most Jews in the ghettos tried to resist to move out from there, even tough the living conditions inside the ghettos were deplorable.
