What situations did the early international laws against terrorism address?

Since 1963, the international community has elaborated 19 international legal instruments to prevent terrorist acts, regarding the following issues: Instruments regarding civil aviation, instruments regarding the protection of international staff, instruments regarding the taking of hostages, instruments regarding nuclear materials, instruments regarding the maritime navigation and explosive materials and instruments regarding terrorist bombings, the financing of terrorism and nuclear terrorism. To sum up, early international laws against terrorism addressed, mainly, aircraft sabotage, hijacking, attack on diplomats and hostage taking.
