Read the following paragraph adapted from "Lou Gehrig, An American Hero," by Paul Gallico.

(1) Lou Gehrig had unusual courage despite serious physical handicaps. (2) He played despite colds. (3) He played despite fevers. (4) He played so doubled over with lumbago that it was impossible for him to straighten up; and bent over at the plate, he still got himself a single. (5) One year he fractured a toe. (6) He played on. (7) Again, knocked unconscious by a wild pitch, he suffered a concussion that would have hospitalized the average man for two weeks. (8) He was at his position the next day--and collected four hits. (9) It rained about three times a week. (10) When, late in his career, his hands were X-rayed, the doctors found seventeen fractures that had healed by themselves. (11) He had broken every finger on both hands--some of them twice--and hadn't even mentioned the fact to anyone.

Answer: The topic sentence is number 1 and the sentence that does not develop the main idea is number 9.

Explanation: The topic sentence of a paragraph is the sentence that expresses the main idea of that paragraph. In the given passage from "Lou Gehrig, An American Hero" by Paul Gallico, the topic sentences is "Lou Gehrig had unusual courage despite serious physical handicaps." The sentences that develop the main idea are those that complement the topic sentence, the one sentence that doesn't apport anything about the main idea is "It rained about three times a week."
