Explanation:

1) Draw a line segment say AC = 7.3 cm

2) With A as centre draw an arc of length equal to half of 9 cm that is 4.5

3) With C as centre draw another arc with the same radius such that it intersects the previous arc. Label the intersection point as C

4) Join points A, B and points B, C

5) Repeat the same process on opposite side of AC

Thus, rhombus ABCD will be obtained.
