The graph is translated 3 units down and 2 units to the left, as can be seen by where the graph curves.

Explanation:

In the original figure points (0,0), (-2, -7) and (2, 7) are included. After a translation 3 units down and a translation of two units to the left this points moves to:

(0,0) -> (-2, -3)

(-2, -7) -> (-4,-10)

(2, 7) -> (0, 4)

which are present in the second graphic. So, no stretch was applied.
