C. States with a large number of slaves

Slave states were the ones who advocated for the Three-Fifths Compromise because it states that each slave counted as 3/5 of a person in terms of representation. Although slaves could not vote, a large slave population counted towards the representation a state would receive based on their population.

Hope this helps!!
