Factor out the common term a^2

(a^2(4a - 11))^2

Use the Multiplication Distributive Property: (xy)^a = x^ay^a

(a^2)^2(4a - 11)^2

Use the Power Rule: (x^a)^b = x^ab

a^4(4a - 11)^2
