Why were interstates built connecting large cities?

A. For commercial interests.
B. Because of requests from federal government.
C. To provide access to western areas.
D. To provide jobs for urban workers.

I feel like the answer could very well be C please feel free to correct me

The correct answer is A. While C might be valied, you should consider that interstates not only connect cities from the east to the west, but also from the south to the north and viceversa. The reason why A is the correct one is because interstates were supposed to make easier the transportation of workers and goods, and that would benefit both large cities commercially
