If by disabling the mentioned area, the behavior is prevented, then it means that this area is necessary to activate this behavior. Otherwise, the person would carry out the behavior regardless.

However, if stimulating the area does not activate the behavior, it means that another or others area(s) is/are necessary to activate it. A combination of brain areas being stimulated simultaneously should activate the behavior. Therefore this one area in particular (mentioned on the question) is not sufficient.
