Chavez criticized California Governor George Deukmejian as it halted enforcement of the state farm work laws, resulting in farm workers losing their UFW contracts, being blacklisted. Due to internal quarrels, most of the original leadership of the Union left or was forced to leave, with the exception of Chavez and Huerta. By 1986, the Union had been reduced to 75 contracts and had ceased to be organized.
