The meeting took place from September 18, 1814 to June 9, 1815. The conference was based on two major principles: the principle of monarchy of legitimacy and the principle of balance of power, being the main driver of the meeting the prince Klemens von Metternich, Minister of Foreign Affairs of Austria and distinguished diplomat of the time.
Thus, his intention was to return Europe to the situation before the French Revolution (1789), not only to restore the national borders deranged almost 20 years ago, but also to ensure a balance of power to avoid another series of armed conflicts at great scale, as were the previous French revolutionary wars and, later, the Napoleonic wars.
