a = 1/4 .. so : y = (1/4)x +b

passes through point (0.4,-1/2) : - 1/2 = (1/4)(0.4) + b

b = - 1/2 - 0.4/4 = (-2 -0.4)/ 4

b = - 2.4/4

y = (1/4)x - 2.4/4

the y-intercept if x= 0 y = -2.4/4 = - 0.6 ...( answer : A )
