The two shorter sides would each be 4 inches, while the two longer sides are each 10 inches.

To figure it out, do this:

L=Length
W=Width

L+W+L+W=28 inches.

W=L+6
So, rewrite the equation like this:
L+L+6+L+L+6=28 inches
Then, simplify:

4L+12=28 inches
Subtract 12 from both sides. 28-12=16
4L=16
Divide both sides by 4.
16/4=4 inches.
W=4 inches
4+6=10 inches
