If a narrator does not say exactly what is happening or how a character feels, how do skilled readers figure these things out?

1. They ignore textual evidence.
2. They write to the author.
3. They keep rereading.

Answer: 4. They make inferences

Explanation: 1 isn't correct because you should not ignore the evidence. 2 is wrong because it would A) take too long to get back B) it's just not the easiest way and C) the author probably does not have time to answer that. And 3 is wrong because rereading if you do not make any inferences does not get you anywhere.
