This is because if you round this to the nearest tenth, the digit is 0 so it stays the same. When you round to the nearest hundredth, you would look at the 1 in the thousandth place and know that it is less than 5 so you would round down to 2.3. When you round to the nearest thousandth place, you would look at the very last number, which is less than 5, round down to 2.301 and realize that it is not equivalent to 2.3 :) I hope this helps
