The constitution reads Congress shall make no law respecting an establishment of religion, or the prohibiting the free exercise thereof ...

The 1st amendment does not give the right to set up displays on public property, but some people challenged that law a few years back when they tried to put a statue of Satan on pubic Land in Oklahoma (a very religious place). I think the statue was moved to Detroit. In the meantime Oklahoma faces a challenge of having the 10 commandments put on public land.
