Colonel Ingersoll and Representative Geary disagreed on whether or not the Chinese Exclusion Act of 1882 was in accordance with the treaties previously made between the USA government and China.

As Col. Ingersoll asserted, the act did actually violate rights guaranteed to the Chinese by the Burlingame Treaty of 1868, which had approved open immigration between the US and China.
