The Kurdish people in Iraq, as well as the Shiite Muslims (predominantly Iranians), after the Persian Gulf War wanted to get greater autonomy on the territories on which they are the majority of the population.

This hadn't come to any sympathy by Saddam Hussein and his government, as they were well aware that very easily that could lead to two large regions of the country to proclaim independence afterwards. The reaction instead, was a military offensive on this two regions, where even a genocide was attempted and in certain measure performed.
