Voltaire most likely had made this statement. This is exclaimed in the book "The Friends of Voltaire", specifically Chapter 7 in "The Contradiction" section.

Just to clarify, this statement was a summary of Voltaire's section Essay on Tolerance, Voltaire did not exactly say these words.
