In 1991 an enormous controversy erupted after five Los Angeles police officers were caught on tape beating a motorist name Rodney King. Although there continue to be much controversy over the event, many people see it as a blatant act of discrimination. Under what circumstances would beating be considered institutional discrimination?

For the Rodney King riots to be elevated to institutional discrimination, there would need to be evidence that the LAPD trained or sanctioned its officers engaging in a policy of regularly using physical violence as a form of oppression against people of color in Los Angeles.
