Answer:

Similarities- Both legal and illegal drugs have the same chemical and physiological effect on the body and brain. For example codeine is a legal/prescribed drug and heroin is an illegal drug, both these drugs come from the same class of drugs called opioids. This means that both codeine and heroin act on the same brain site. Therefore, both legal and illegal drugs have the potential to be abused by an individual, thus making them addicted to the drug.

Both legal and illegal drugs and affect the consciousness response, habituation and addiction.

Differences- Legal drugs are controlled, either they are prescribed by the doctor or an individual can purchase them at a pharmacy. Illegal drugs are not found on the market, doctors do not prescribe them at all, if found in your possession you can be arrested.

It is considered a drug every sustance that alterates your nervous system; from caféine to sintethical drugs such heroine.

There is a line which dives this large list of drugs where the legal ones are: cafeine, tabaco, alcohol, and marijuana (in some countries), the rest are illegal.

The legal ones are not illegal because they not cause you several damage if you consume it moderately, but all can cause addition. The illegal ones are considered dangerous because they damage your mental-body health and can be more addictive.

Legal sustances must be consume once the body is completely developed (over 20 years old) and illegal sustances mustn't be consume, so they have to keep illegal.
