USA is an example of a parliamentary government which does not have a parliament.USA has a presidential system,is a democratic and republican system of government where a head of government leads an executive branch that is separate from the legislative branch.

Myanmar and Nepal also do not have parliamentary government.

Myanmar: Assembly of the union,by an electoral college, elects the president who forms the cabinet of Myanmar.

Nepal:: Parliament of Nepal elects the Prime Minister, who by turn, appoints the cabinet of Nepal.

Basically if does not exist a parliament, a government could not be chosen, because the parliament represents the legislative power, this means, the ability to establish the law, and define who is in government, that situation made politically responsible before this one.
