Since the line is parallel, you have the same slope:
(5)/(6) x

Plugging in (12,8) into
y=(5)/(6)x+b , you get

8=(5)/(6) *12+b

You get that
b=-2

Therefore, the equation is
y=(5)/(6)x-2
