Based on Constitution,each state receives representation in the House in proportion to the size of its population but is entitled to at least one representative.

The House of Representatives is the lower chamber of the U.S. Congress. In total, it consists of 435 representants; the minimum for a state being 1 member. The quantity of seats per state depends on how big its population is. States that are currently represented by only 1 member are Alaska, Delaware, Montana, North Dakota, South Dakota, Vermont, and Wyomin.
