Distribute the 3

3x+9 ≤ 5x - 3

Subtract 3x from each side

3x+9-3x ≤ 5x-3x - 3

9 ≤ 2x - 3

Add 3 to each side

9+3≤ 2x - 3+3

12 ≤ 2x

Divide by 2

12/2≤ 2x /2

6 ≤ x

The smallest possible value for x is 6
