The equation of a line in slope- intercept form is

y = mx + c ( m is the slope and c the y- intercept )

y = - 5x + 1 ← is in slope- intercept form

with slope m = - 5

Parallel lines have equal slopes, thus

y = - 5x + c ← is the partial equation

To find c substitute (9, 3) into the partial equation

3 = - 45 + c ⇒ c = 3 + 45 = 48

y = - 5x + 48 ← equation of parallel line
