Answer: Slave Trade Compromise.

Explanation: Alright, so let's say that it is before 1808. During this time, slave trade was very common between the states. Now, goods that are traded will be taxed by US Congress. Even though this was a law, slaves that are traded can not be taxed by Congress until 1808. That is why the Commerce and Slave Trade Compromise is there.

The compromise increased the South's representation in Congress and the Electoral College. In 12 of the first 16 presidential elections, a Southern slave owner won. Extending the slave trade past 1800 brought many slaves to America. The compromise counted three out of every five slaves as people, giving the Southern states a third more seats in Congress and a third more electoral votes than if slaves had been ignored, but fewer than if slaves and free people had been counted equally.
