Why did the Dodd-Frank Act amend the Investment Advisers Act?

It was amended with the intent to:

1. To promote the financial stability of the US

2. To improve the accountability and transparency of the fin'l system

3. End "TOO BIG TO FAIL"

4. End bailouts (Chrysler, GM, & Goldman Sachs)

5. To protect consumers from abusive financial services practices.
