Why does oxygen have stronger attractive forces between its nucleus and valence electrons than nitrogen?

The higher the amount of protons, the higher the amount of attraction, and the higher the attraction, the higher the electronegativity. N has 7, and O has 8. Therefore Oxygen has a higher level of electronegativity
