Explanation:

If we plug in the first two answers (-10):

-7(-10) +42 < or equal to 28

Two negatives equal a positive so: 70+42=112 which is not less than or equal to 28.

So both A and B are not correct, because -10 results in a number GREATER than 28.

This means it has to be either C or D and both use the number +2, so we'll try +1 to solve for C, and +3 to solve for D.

For C: -7(1) +42 < or equal to 28

-7+42=35 which is NOT less than or equal to 28
