32. Two reasons High School enrolment increased;

• Increased building of Public schools - From 1910 onwards, the US Government invested in building more public schools to enable its citizens to be educated on a massive scale. This led to increased enrolment in High schools.
• Decentralization of Education - As public schools were built by districts, there was competition amongst them as no district wanted to be left behind. They therefore invested in school building and education which led to increased enrolment.
