Lincoln's administration was difficult enough to follow. Republicans made up the majority of Congress (as well as the Cabinet) and Lincoln. Johnson was the only Southern Democrat to remain in Congress after the South seceded. Johnson struggled to administer the government since the Congress was Republican. Johnson and the Congress had no intention of giving in. The troublesome scenario was mostly caused by many parties. Even the strongest president would have had difficulty bringing the country together after the Civil War, and Johnson was by no means strong.
