A zoo has 15 Emperor penguins. The Emperor penguins make up 30% of all the penguins at the zoo.

How many penguins live at the zoo?

You have to find how many penguins have left.

15 ------------ 30
x ------------ 100
So that mean is 30x = 1500
So the answer is x = 50
50 penguins have left the zoo.
The answer is 50

Your right but the way this question is worded is confusing, it could mean that how many Normal Penguins Live at the zoo excluding gets emperor penguin but I think its 50.
