navigation, nor trade; no big buildings, no knowledge of
the face of the earth; no account of time; no arts; no
letters; no society.”

it's basicly saying that men run the society and men keep track of time, write letters, make new businesses, make buildings, make art and trade, and that women do nothing, so when men are at war nothing happens because women can't do all of these things.
