The Constitution can be amended by a two-thirds vote of both Houses of Congress, or, if two-thirds of the states request one. I think it's hard to amend the Constitution. I think the framers of the constitution designed the process this way because the Constitution was meant to make sure a branch wouldn't abuse their power. And in case a branch tried to abuse their power the Constitution prevented that and if they tried to change the Constitution it would be really hard to do.
