2x + y = -1

2x + y = -1

8x + 3y = -2

Multiply the first equation by -4

-8x -4y = 4

Then add the equations together to eliminate x

-8x -4y = 4

8x + 3y = -2

2x+y =-1

2x+-2 =-1

Add 2 to each side

2x-2+2=-1+2

2x=1

Divide by 2
