There are two approaches to this question.

Approach 1:

We can compute the slope of a line by calculating its mean variation, the rise over run. Mathematicaly:

a=(\Delta y)/(\Delta x)

The two points we have are
P1 = (1,3) and
P2 = (4,3). Plugging the values into the expression we get

a=(3-3)/(4-1) \\a=0

Therefore, the slope of the line is zero.

Approach 2:

The slope of the line is given by the angle
\alpha it makes with the X axis, in other words,

a = tan(\alpha)

Note that the angle the line makes is exaclty zero. Therefore:

a= tan(0)\\a=0

Again, we get that the slope of the line is zero.

In general, the slope of any horizontal line will always be zero.
