you could also simplify the ratio by putting it into fractional form and dividing both sides by 4 to get 23/36, so for every 23 cats there are 36 dogs, and for ever 36 dogs, there are 23 cats. this is the simplest form of the ratio

Answer:

For every 92 cats in the city pound, there are 144 dogs.

OR

For every 144 dogs in the city pound, there are 92 cats

Explanation:

You didn't provide the options, so that was my best shot at it.
