Let, the slope of the line passing through the point ( m) = -2

The line passing through the point M(-1,-3)= (x1 , y1)

The equation of the line passing through the point M(-1,-3) is

y-y1 = m (x-x1)

or, y-(-3) = -2 (x-(-1))

or, y+3 = -2 (x+1)

or, y+3 = -2x-2

or, 2x+y = -2-3

Hence, 2x+y =-5 is the required equation.
