Well, before the Civil War, African Americans were not allowed any rights, they had very few. They couldn't own land and definitely were not considered an equal citizen. And because we are talking about BEFORE the Civil War, they were not allowed to serve in the army. So That knocks out just about every answer choice except B. K12 right? I took that semester assessment. *Takes a bow* good day XD
