The starfish ratio to 16 fish would be 8 or 16:8

and if there was one less starfish in the line the ratio would be 2:6 or 2/6 but simplified would be 1/3

Okay to solve the first question we see that there are 6 fish and 3 starfish, when put into a ratio it is 3:6 (the reason the number of starfish is first in the ratio is because it is starfish to fish hence starfish goes first ). If you are wanting the ratio to be in fraction form you are going to put 3/6 and since 3 goes into 3 once and 6 twice so the fraction is 1/2

3:6 = 3/6 = 1/2

Since the ratio from starfish to fish is 1/2 of that number you are going to divide 16 by 1/2 or more like multiply:

16/ 1/2 = 16/1 * 1/2 = 16/2 = 8
