How does temperature and moisture level affect the weather in an area?

When the ground air is full of moisture—which may be the result of evaporation from a nearby lake or ocean—the moisture rises with the warm air. The air cools in the upper atmosphere, and because cool air can hold less moisture, the water vapor condenses into mist or, if the temperature is cold enough, ice particles.

If it's a hot day and a lot of relative humidity is around (moisture) then it will be very uncomfortable since sweat wouldn't be able to get out of your body that's being produced. In conclusion, moisture does have a effect on something but the temperature is what decides it.
