IN our government today, does the president or Congress make laws like this? Or do the people vote on laws and have the final decision?

The President can make laws but it has to pass through all of the three branches of government judicial legislators and executive branch first and if congress wants to make a law it also has to go through the branches and THEN go to the president and people can vote on laws also
