There is a table with 36 possible outcomes. 9 of them are desired outcomes because they have an even number rolled first and then an odd number rolled second (a few random examples from the table would be 2,1, 2,3, 4,1, 4,5, 6,3 etc.)

All we have to do is make a fraction of the desired outcomes over the total number of possible outcomes. 9/36. That can be simplified into 1/4 and voilà, there is your answer.
