Answer: 18

Explanation:

The options are:

A. 23

B. 18

C. 14

D. 32

Since we are told that the ratio of the number of packages of corn tortillas to the total number of packages on the shelf was 7 to 16. This simply means that the ratio of flour tortillas to the total number of packages on the shelf was (16 -7 = 9) 9 to 16.

Therefore, to get the number that could represent the number of packages of flour tortillas the clerk put on the shelf we have to find the multiple of 9 in the question given . This will be:

Multiples of 9 = 9, 18, 27, 36, 45 ....

Based on the option, the answer will be 18.
