Equation for perpendicular bisector:
y = -29/100x - 303/100

Solution step by step:

Find midpoint:

X1 = (X1 + X2)/2
= (-9 + -5)/2
= -7

Y1 = (Y1 + Y2)/2
= (-8 + 6)/2
= -1

Find the slope:
m = (X1 - X2)/(Y1 - Y2)
m = (-9-(-5))/(-8-6)
m = -29/100

Plug in the values:
y - (-1) = -29/100(x - (-7))
y = -29/100x - 203/100 - 1
y = -29/100x - 303/100
